New Zealand Unveils Historic $12 Billion Military Modernization Plan

New Zealand's government has unveiled an ambitious $12 billion defence spending package, marking the largest military investment in recent history. The plan includes $9 billion in new funding over the next four years, pushing defence spending from 1% to over 2% of GDP by 2032.

Prime Minister Christopher Luxon cited rising global tensions as the key driver behind the increased investment. "New Zealand has stepped up on the world stage, but our current defence spending is simply too low," Luxon stated.

The comprehensive plan outlines several major equipment upgrades. Two aging Air Force Boeing 757 aircraft will be replaced at an estimated cost of $600 million to $1 billion. The navy's ANZAC frigates HMNZS Te Kaha and Te Mana will receive maintenance and upgrades worth $300-600 million.

A notable addition is $2 billion allocated for new helicopters to operate from naval vessels, enhancing surveillance range and supporting humanitarian missions. The plan also includes $100-300 million for missile system upgrades across air and maritime platforms.

Defence Minister Judith Collins emphasized that military personnel face increasing demands "in more places and for longer." While $50-100 million has been earmarked for recruitment and retention, the plan notably excludes funding for personnel salaries.

Additional investments target surface surveillance, anti-tank missiles, vehicle fleet expansion, remotely piloted aircraft, space capabilities, and cybersecurity enhancements. The government plans biennial reviews of the strategy, with Luxon describing current funding levels as "the floor, not the ceiling."

Recent polling shows mixed public sentiment, with 39% of New Zealanders supporting increased military spending, 23% opposing, and 38% remaining undecided.

The strategy focuses on making New Zealand's forces more combat-capable while strengthening partnerships with Australia and other allies. Plans also include funding for defence housing and preliminary designs for a future Devonport naval base.
